Apple Watch still not activated

So I upgraded my Apple Watch in June but it wouldn’t connect to my data plan. Called EE, told me to wait for it to complete activation. 2 weeks later, still not activated so I chat to a tech who sends a new e-sim to the watch. Pair, unpair etc, repeat. Still nothing. I’ve gone through this exact same routine 3 times now. I have had the watch 6 months nearly and it still has no data. How do I resolve this and make an official complaint - I’ve been paying for 6 months for a service they haven’t given me. Phone support and online chat is a joke.
