Are you trying to pair an Apple Watch purchased on a Family Member Plan (These plans work independently, with their own phone number) rather than a Personal Paired Plan?
No I wasn’t it was for my watch but this are tech guy person left me, but after being persistent with EE and refusing to go away they got me working after 2 weeks
