4G Router 2, 4mb/s, is this normal at full coverage?

I just installed the 4G Router 2 and have a connection of about 31mbs and download speeds on Steam at about 4.2 mb/s. Some other downloads are lower at about 3.8 mb/s,
I seem to have full coverage with the 4 lights on. I tested with both cable and wifi connections on my PC, then I tested with wifi on my mobile. All have the same results.
Is this an expected speed?

File downloads are usually measured in Bytes, not bits. Are you sure you are not downloading at 3.8 MBytes/sec, which is equivalent to 30.4 Mbits/sec?

Thanks for the reply, im fully aware of how speeds are communicated. I'm just providing as much info as I can regarding the speeds with both the Mbps and Mb/s.
I have about 34.24Mbs on a speed test using https://www.broadbandspeedtest.org.uk/
Is this a normal result with full 4G reception? I see some people are getting much higher speeds 100Mbs+.
Can the speeds be anywhere between 30 and 300Mbs?

It largely depends how far you are from the mast - I have a 4GEE router and typically get 70-90 MBps download and 20-30 MBps upload. My local transmitter is just under a mile away.
