transfering phone to another device but old phone is sim free

My phone is going to be repaired and I have started to transfer the phone to another device. My existing phone is sim free and since transferring the information across I cant make any calls 

How do I resolve this?

Is your old device SIM free.

If both are SIM free then there shouldn't be any issues. What devices are they.

The transfer of any user data is immaterial to this, putting a working SIM in any unlocked phone should result in that phone using said SIM and getting mobile service.
