I've just bought an Apple watch ultra. When it asks to connect to my phone account it says i have to pay £7 per month. When i visited my local EE store they said it would be free. can anyone advise please?

Wow, that's a HUGE amount of time to have been with us!
I'm so sorry that you're no further forward with your watch query, and I know how frustrating it is when things don't work as expected.
The best team to help with this will be our technical support team. They will run a diagnostic to help locate where the problem is coming from, and they'll work on getting this resolved. If they are unable to resolve it on the call, then they'll send this off for further investigation.
It sounds like this is the stage things are at, however, you should have been given some timescales rather than being left in the dark. If you don't hear anything soon, please call us so we can get this sorted for you.
