My partner is trying to buy an Apple Watch as a gift for someone else. On the website it says it will be locked to her contract and her number so I’m wondering if this is possible and if they’ll be able to use their number etc

Yes, the other person will be able to link it to their number, if they have an eligible phone and plan. 

They'll be able to pair it through Bluetooth with no extra cost, but if they want a mobile data plan, to use calls and data when outside of Bluetooth range of the phone, they would have to buy a plan through the Watch app.
