Can anyone help with transferring files from my phone to my laptop, please?

At some point, this stopped happening and I can't find any way of doing it, including using Bluetooth.
When I plug my phone into my laptop it vibrates and gives me a brief tone, so it's clearly connecting, but I don't get the drop down shown in step two.
