My phone keeps saying that I'm not receiving calls

I have an Oppo phone, right from when I got the phone, some people can call me, but, more often than not, it tells them that I'm not receiving calls, it's not very good when you're waiting for important calls. I don't know if it's the phone itself or the network. I feel like bouncing it off the nearest wall. HELP.

Is this happening in all areas? 

Do you have a voicemail active? If so, when calls can't connect do the callers get transferred to the voicemail?

Hi, it's happening quite a lot lately, it's always happened since I got the
phone, but, lately, it's more often than not. Texts are getting through to
me, and sometimes it clears the line. Getting a new phone, I don't think
it's the network.

Whom or what is "it" that tells callers you're not receiving calls? Is this an onscreen message or audible announcement?

Hi, it's an announcement, like voicemail.
