Do Smart watches come locked to EE?

Hi there, I wanted to know whether I could get a samsung smart watch through EE and it be used for my wifes phone on another provider? I dont know if theres an option for an esim to be purchased seperately, or whether a watch can be be unlocked on different providers at all?
