Add user with access to billing but they don't have a phone

It is possible to add a user with their own email address and password, so that they are able to access billing information and download invoices? The user doesn't have a phone on the account.

@randyatlakeland There can only be one account holder for your account, you could share your account login with them and that’s the only way.
