I am being harrased by someone. They have set up a No called ID so I cannot block them. Therefore they are able to call and leave messages. I would like to prevent this person from allying any more or change my number but I am unsure how to do so

You may be able to set a DND mode on your phone, such that calls without incoming CLID are blocked and go direct to voicemail.
Disabling your voicemail is another, separate option but that will affect all incoming calls indiscriminately.
