Did you find a fix? I have the same iPad and mine failed activation too.

Thanks for coming to the community.
Are you downloading the eSIM from the EE app or have you received a QR code to scan and activate the eSIM? Is the iPad connected to WiFi? If you're connected to a Wifi network, could you try rebooting the iPad and try and activate the eSIM again, does this work for you?
