Sim Card activation

Just got a Samsung upgrade and have email and apps working but no phone. have installed new SIM card but cant activate it. Any suggestions? Not overly impressed with EE help desk who keep promising to send a 6 digit code but as the phone isnt connected to the network no messages can be received!

Any suggestions?
