I have requested the PAC codes for both of the phones on my account, is that sufficient to cancel the account ?

No.

 

Giving your PACs to a new provider will serve to cancel your EE account and port your numbers to that new provider.

 

Merely being given a PAC will have no effect on your EE account and it not used, it will lapse after 30days and your EE contract will continue as normal.
