My ESim was ordered but I have never recieved - I am unable to call EE as my previous plan has be cut off. When I go to track my order it says its timed out or having difficulties.
How can I contact Customer Service either by email or online?

Welcome to the community,
Sim cards are sent out via second class post, but if you are near an EE high street store and have a valid photo ID, you could get one there.
Not sure why your previous plan has been cut off, but you would either have to use another phone or a web based app to ring customer service, there is no email nor is there webchat unless you have a monthly contract.

EE-CS are available on 07953 966150 from any working phone, it doesn't need to be a mobile or an EE one.
