I have been in India this week. I had the same problem. The EE add on page does not open. I’ve tried all the local phone networks I could. I have roaming enabled and a spend cap setup. Really disappointed with EE. Very poor service. I don’t see why we could not purchase these roaming add ons in advance as we could previously. Last thing you need when arriving in a new country when trying to use Uber, etc.

@Andy965 : Where have you got roaming enabled? How do you know? What did you do to make it so? Did you text ROAMING to 150 before you left UK?
