I have exactly the same problem. I can use data to call and message, but not normal phone lines. This has been incredibly inconvenient. My credit card messaged me to check the validity of a transaction. They asked for a return text, which I sent, but which was not delivered. The upshot is my credit card has been cancelled. Leaving me in an extremely difficult situation. I called the credit card company (Barclaycard), but the call will not connect. I believe they have been trying to contact me too, agin no connection.
I tried to move money from a savings account in the UK, but this requires a phone call (to my number) to confirm the transaction. Again, the call will not connect.
Please can I call someone using a data line!! I managed to find a message service on the EEAp after ages grappling with the automated replies. He said he would reset my account and to reboot the phone. I did, it didn't work, and I was unable to get back to the helpline thread.

Calls are calls, data is data & texts are texts.
Have you been able to make or receive calls on this trip previously?
Try manually selecting an alternative local network - are the symptoms the same?
