Text & Picture Message Charge to unknown number 07*** ******

I have been charged 76p for a text/picture message roaming to this number 07*** ****** but I haven’t sent any SMS to anyone.  I don’t even recognise this number. I merely just switched on my phone whilst abroad and received the EE standard messages about roaming charges.  Please note that my mobile data has been switched off and I was connected via WiFi. 
Anyone know why I have been charged and how to dispute it from abroad?

@HC786 : If mobile data is off you can't do MMS (Picture Msgs). Where were you?

Try calling CS on the Freephone no. in my sig. on Skype over WiFi. It should be free.

I have just found the same whilst travelling. Number 07903 553650 charged for text/picture not sent. Again data off.

EE need to block number
