I'm in France. Paid for a roaming pass for 2 weeks. Can't make calls or send text messages so have no way of contacting EE to sort it out. Any ideas, there is no e mail address . Paid for something I can't use. Not at all amused.

The fact that you've purchased a roaming pass tells me that you received a text message on first arrival - would that be right?
If so, you have a local network connection so roaming is active. Have you tried manually connecting to the various local networks - are the symptoms the same on each?
What exactly happens when you try making a call or sending a text message?

Is the message an audible announcment? And if so, does it sound like EE-generated, or one by the local network? Or is it an on-screen popup?
WiFi-calling has never been supported abroad, it just sometimes works & often doesn't.
Use of apps is not making a call - it's handed by both your phone & any mobile network as a data connection. Which begs the question - are you doing so over WiFi or the mobile network? If the latter, it further proves roaming is working.
You've not answered whether the problem exists on each local network, or is restricted to just one. If the latter, you have the solution already. Neither have you answered whether you received a text message on first arrival - Katie's asked the same above.
This back & forth is illustrative of the inefficiency that any email support would be... convenient in theory, very likely impractical in reality.

@Liz33rtd , have you tried doing a manual search for network? Just switch off automatic and cycle through the different networks to see if one of them works.
