your app and website are down and I am getting no response to txts to 150. I need to urgently fly. I am booked on the 7.30 to Nice tomorrow. I need access to a roaming add on. Phone lines are off until after I fly.
How to I access support when you are updating everything please?

Doesn't matter! You don't buy a roaming add-on until you arrive in a country and are offered to buy it from a Welcome msg.

The free roaming facility enabling access to foreign networks is a one-off activation. It then remains active unless you explicity request it removed.

By default you should have roaming access for EU countries already activated. If you find it's not, you can call Customer Service from abroad using a different phone.
You can add roaming bundles once you arrive to our destination country using the EE app, or as @XRaySpeX mentioned by following the link you receive in the text message when you land.
