I’m having the exact same problem for the Second time in Indonesia! Did you ever resolve this? I’m stressed!
I called EE before my trip and they thought the issue last time was that I didn’t have a spend cap so roaming couldn’t work. I added a spend cap and am still having the same issue!
My eSIM is data only, my primary line is set correctly for calls but I can’t make/receive texts or calls.

Can you expand on specifically what your issues are? You mention having dual-SIM? Does the active SIM show a connection to a local network?
If anything, it's the presence of a spend cap that has historically caused an issue not resolved it. Have you tried manually swapping between each local network in turn? Did you receive the welcome text when you first arrived?
