My sim only contract included free roaming in the usa i have had the same contract for many years that has worked well but on this current visit I am told I have to purchase an add on.

Whom or what is telling you that you need an add-on?
Is your phone connected to a US network? Can you make & receive calls? Can you send & receive texts?
