I cannot make any phone call after new ROW set up on my phone

I am here in portugal and I got EE massage that they change my roaming and after I cannot make any calls I still have internet and can receive text massages some one please help me.

Can you call in-country numbers? Have you tried manually selecting an alternative local network? Are the symptoms the same?

What was the exact text message you received, about "changing your roaming"?
