EU roaming voicemail

I have EU roaming on my EE account, but have just been charged for accessing voicemail while in Portugal. Is this correct?

Voicemail calls are usually inclusive/free in the UK thus should be covered by the daily or monthly charge within the EU.

What makes you think you've been charged specifically for it?
