This is an urgent request for help, serious answers only please.
My son is onboard a container ship bound for Shanghai due to dock on 28th April.
He is disembarking for emergency repatriation to the UK.
He needs access to mobile calls using his EE SIM on arrival to communicate with the British Consulate.
Unfortunately, he neglected to text ROAMING to 150 before leaving the UK.
I manage his account on my EE app and can purchase Zone 1 add ons.
Is there a GUARANTEED process for enabling roaming on his arrival?

Someone with account-access can contact EE-CS on 150, and request global roaming is activated on the line in question.
Billing add-ons are a separate issue.

I thought roaming passes can only be bought in response to the Welcome text on arrival in the country.
