Replacement top up card issue

I went to my local EE shop to get a replacement top up card after my purse was stolen and the sales person refused to give me one unless I gave my bank card details.

This seems odd to me.

Can anyone please confirm this is normal procedure? The sales person said it was policy.

Maybe not the answer to your question. But if you have a debit card or credit card, you can top up at home via the online top up method without the need to pop to a shop to do it.

If you are going to have to go out to a shop with a top-up card to top-up, you might as well just go to an ATM with a debit card.

The moral is that top-up cards are redundant!
