I haven't used my phone for awhile and now I found that I can't receive or make calls and messages. I topped up with £5 and the money in the account couldn't be the reason. I suggest that my phone number is somehow blocked.

Sounds like your PAYG SIM may have gone into hibernation due to non-use. If it has, topping-up now would be too late.
When did you previously make a chargeable action? EE PAYG SIMs are deactivated after 6 months of non-chargeable use. You then have a further 3 months period of grace to call EE to reactivate it before it is lost completely.
You needed to make a chargeable action like making a chargeable call or text, topping up or buying a Pack or Add-on, not just using your mins, texts or data from your pack.

Can this problem be resolved? I topped up some money and would like to keep the phone number. I am currently abroad and can't call or visit an EE office.

You never said when you previously make a chargeable action. If you are still within the 3 month grace period you need to call CS to reactivate it, as I previously advised.

Hi,
I can't remember when it was the last payment but it seems it was in June.
I really wanted to be able to call EE services but I can't. So please, if
there is an option to helping me with keeping my phone number and continue
using the pay as you go option from abroad I'll be thankful. The phone

This user discussion forum cannot reactivate your PAYG SIM. I told you that you need to call CS. They will tell you whether it's reactivatable or lost for good!
