how to unlock phone

I have a windows phone locked to EE and I tried following the steps on the EE website.

Entered IMEI, my phone came up and I clicked unlock device. It then gave me an unlock code and told me to click the link below however the link just took me to a page with more info and another button saying unlock phone which just leads me right back to the enter IMEI stage. I have no clue what to do with the unlock code. Am I missing something?

@pugman227227  You enter the unlock code in to the device dial keypad.     

do I need the SIM I would like to use in the phone too?

Yes, @pugman227227 , you need to unlock it with a SIM of another network installed.
