Apple series 9 can’t add to plan

So I bought an Apple watch series 9 through a third party company. I’ve tried adding the plan through the watch app using and not using on WiFi and no Bluetooth with no luck. Restarted the device nothing , so I called EE. They took the IMEI and EID number said both are connected but that they couldn’t activate the plan. They’ve said it’s escalated tech 3 but it may take a week or so to get the  issue resolved. ? 

any ideas what it could be. I am sure it’s on EE side and not Apple.

Do you have a SIM Only or mobile contract plan with us? 

Can you connect to the iPhone using Bluetooth?
