When does the 14 day cooling off period begin?

I ordered a SIM only contract Tuesday, they said it would come in the post today, Thursday, but it hasn't - when does the 14 day cooling off period start? When you order it or when you actually receive it..?

The statutory cancellation period begins when you receive the goods.
