Are you looking for a new contract on your account, or a new contract on a separate account? 

For a new contract on your account (add line) visit How do I add another device or SIM to my EE account. 

To start a whole new contract for your partner, just ask them to go to EE Mobile | Shop Mobiles, Tablets and more page, 
Pick the device or SIM plan they're looking for, and follow the steps to place an order using their personal details.
