I'm trying to order the new PS5 Bundle that's just been released. Am I right in thinking that I need an EE broadband/mobile account to proceed with the order?

Yes, You cannot buy an accessory online unless you already have a mobile phone or SIM contract from EE. You are expected to pay for it along with your existing EE mobile plan.
