Order additional sim - not eligible!

I am new to EE sim only ( 24 month contact ). 
 And can manage my account via the ‘my EE’ app fine. 
when I look at ‘offers’, if I select add a sim - a splash screen says ‘ not eligible’ try again later. 

any ideas what this is about ?

( of course I can & will call 150 in due course - but wonder if others had this ).

@Clever-Trevor  Have you received a bill yet for your sim only ?  You need to pay one bill before you can add another sim to your account. 

To contact EE Customer Services dial 150 From your EE mobile or 0800 956 6000 from any other phone.
