EE PERKS ACCOUNT DEACTIVATED

I have tried to upgrade my current phone and use my Nhs perks. I tried to log in but message says account is deactivated . When I try to re register it says “email already exists “. The guys in store tried to help but they cant sort it . I can get a nhs discount code but can only use this online and I need support from real people when buying a new phone . The online customer service person even asked if I’d ever used perks before - I have had a contract for three past phones using it and have always bought from a store . Why is this so difficult ?!
