How do I register my device?

How do I register my device. everytime I try it says too many redirects and to clear cookies. I e done that but it's still not working

@Lottie19   Clear your browser history and cookies and try again.  

is the device new or 2nd hand ? If it’s 2nd hand it can not be registered to your account.

when I go on register device it keeps saying it's not available I've tried
on website and through the app.
