calling abroad

i am trying to call a number which is abroad (the number is to open a set of electric gates) but all i get is this number is barred from this phone. i am on play monthly and international calls are allowd on both me phone and ee account

no i have never been able to call the number. other people have.

the gates are in the uk were im phoning from but the number to open them is registerd abroad
