Unable to access mobile data abroad (Spain)

I’m currently at a Spanish Airport with No Service at all
Last time I arrived my roaming pass (I have it as an inclusive extra on my sim only contract) activated by itself once I got out the plane.
Now I don’t even have access to a Personal Hotspot on my phone.
Roaming is on in settings, Automatic network selection has been buffering for the past half hour
What do I do?
I considered erasing my iPhones network setting but thoughts that’s very drastic and I’ll lose all my WiFi passwords
I’d love to call EE for help but I don’t even have service to call any friends or family that could help!
any help appreciated xx

Funnily enough, just I have received your message it finally stopped loading and showed me options to select 🙂

For reference, a couple of bits from your first post are worth clarifying.
A billing add-on (roaming pass) is merely to reduce the cost of roaming, it does not enable the (free) facility itself. The latter is crucial to your phone connecting to foreign networks and thus having coverage abroad. It's a very common mistake to choose a billing add-on but not enable roaming itself - and then discover the hard way, when abroad and it's too late - that you don't have network service.
The phone setting you're likely referring to is to allow data roaming, which means using mobile data whilst roaming. Roaming itself is an account setting, and not something you can enable on your phone itself. Without roaming being enabled and thus having network access, trying to enable data roaming is a futile exercise.
