Sim free mobile phones

Possibly a stupid question. The mobile phones sold by EE that are advertised as sim free- are they locked to EE network? I’ve ordered one for my mother in law but she is not on EE.

It'll be SIM unlocked so there should be no issues using any other network.

SIM-locking phones was made unlawful by Ofcom in 2021
