If you are on contract with EE, did you make sure that roaming, call abroad and premium calls were enabled?
If not are you able to log in to your account and enable it? If not, you will have to ring customer service, either for free using Skype or ring them by other means to enable it:

The above will not apply if on pay as you go. You need to make sure that you have enough credit, and that you activated and made a chargeable call, text etc, before going abroad.
Have you done a manual search instead of automatic connection?
