I have exactly the same issue after EE updated my network setting. I can only dial numbers after removing the +44. I changed nothing apart from the EE upgrade.
Hope it's ok I ask a quick sanity check question. When you remove the +44 prefix, do you replace it with an initial zero? When you add the +44 prefix, did you remove the initial zero?
