Hi I was wondering I was trying to call someone that has an ee number but it says they’re currently unavailable. Although the messages are still being delivered. Does it mean the phone is switched off or I’m blocked?

It's probably just switched off. Do you really know that texts are being delivered? When you send them they 1st put on a server on a store & forward basis ready for when the phone is next turned on. So you've no way of knowing whether texts are being delivered w/out asking the recipient.
