Outgoing call barred (while in France)

Hi there, 

I'm currently in France and noticed that my outgoing calls are barred.. I am trying to call UK numbers and am not able to. Same for the text. Could you please help me out? 

I have looked into my phone setting as well as the add ons and can't find anything to fix the problem.

I just a pay monthly account! 

Weird thing that the last time I came to France I had no issues at all. And I haven't change my contract or anything. Even Brexit was already done last time I came here.

Did you text ROAMING to 150 before travelling to make sure the account was still set up for roaming?

No I didn't but this is what I have received from them when I have reached
France :


Hi from EE. Great news, while you're in France you can use your plan
minutes, texts and data allowances at no extra cost. Calls to countries
outside the EU (not including the UK) are £1.54 per min and texts 64p each.
Other charges are the same as when you're in the UK.

For the best network coverage your handset must automatically select a
network. To do this, choose your phone from:
http://ee.co.uk/help/phones-and-device next select 'Connectivity' then
'Selecting Network'

No I didn't but I have received a text from EEwhen I arrived aboard. See the following:
