Number called me twice but when I call back it says the number is unavailable

Hi

About half an hour ago I received two missed called from a number, the first seven digits are identical to mine. When I tried to call back it said "the number you are trying to call is temporarily unavailable". However, when I tried to call the number off of my landline it rung but no one answered. I'm assuming it's a spam call, or is there another explanation?
