What happens when you try to make a call, that makes you think there's a problem with your spend cap?
When were you last able to make a call?

If the call is chargeable such as to an international or premium rate number, a £0 Spend Cap would rightly block the call from being made. It would need to be increased to allow for additional spend.
If this is happening with normal Inclusive calls to UK mobiles or landlines, then if you can respond with the information requested by @bristolian we should be able to help figure it out.
