The use of any messaging app is sent over the mobile network as data, and so the location of the recipient phone is immaterial to charges.

Text messages do have additional charges for international numbers, but this doesn't apply to Messenger, WhatsApp, iMessage or any other app-based service.

@Hatice4   Is that text messaging?   Is that via something like WhatsApp?  Is that on an iPhone so it could be iMessage?

If it’s a text have a look at THIS

@Hatice4 : Do you mean your friend is from UK with a UK phone but just happens to be in USA at the mo'? If so, it will cost exactly the same as when he is in UK. You can call/text a UK phone wherever it is in the world from the UK & it will always cost the same (free if you have a call/text allowance). It's he that is roaming, not you.
