Text CALL ABROAD to 150 and you will get very cheap calls from the UK to non-UK numbers.

PAYG is, by nature, pre-paid - in other words, you top-up your phone and must be in credit to use it.

Contract is, by nature, post-paid, where you receive a bill each month.

So you're either PAYG or contract. That said, the call-abroad add-on that has been suggested, is explained on this EE help page

International calls & texts to overseas nos. from UK can be rather expensive but EE has a free add-on that anyone, on PAYG or contract, can apply for to give these calls & texts at a fraction of the standard rates. See The Free CALL ABROAD Add-on for Cheap Calls/Texts from UK .
