My phone is fine with most numbers, but I have two contacts/numbers - my wife and my sister (so the numbers I've previously called most frequently) that give a 'call failed' message and do not connect. I can't send a text to my wife either.
My wife is on EE, my sister on BT (so both same network).
It makes not difference if it's a mobile call or wifi calling
I can receive calls from them.
They are not in my blocked callers list.
I've tried completely deleting the contacts and reentering them manually.
I've cleared my recent calls list.
I've been through an hour of checks with EE on the phone, reset my carrier settings, rebooted the phone. My phone isn't IMEI blocked and I'm told everything appears fine with my account.
I'm on an iPhone 15 pro.

Have you been able to call/text these numbers previously? And if so, when did you cease being able to call/text them?
Were you able to call them between deleting the contact entry and recreating it?

Yes, I've been calling these numbers successfully for years. I don't know exactly when I stopped being able to.
However, I was on holiday in Europe until 2 weeks ago, I called both of them while I was there, I've not been able to call them since I've been back. EE support couldnt' see any way this would have caused an issue.
I've tried the numbers with and without a +44 country code.
I completely deleted the contacts and manually entered the numbers into the phone app to dial. Still failed (and detected 'probably 'person x' based on the phone number appearing in emails.

I suspect the only way you'll progress this is either by a factory reset or 2way SIM-swap. The latter could help prove whether the issue is SIM-related or device-related.

what do you mean by a 2 way sim swap?
I've got a new physical sim on the way (currently using a virtual sim)

Putting the non-working SIM in a working phone, and checking the result

Clearly you need a physical SIM to do this.
