Cannot contact call, text or surf abroad but have roaming enabled Iphone.

Although my roaming is enabled on my plan, i am unable to call, text or use data abroad.

I am unable to contact 150 via call or text and call fail also happened on the +447953966250 number. Please help. I am in Portugal and on ios 14.7.1.

If you login to My EE and go to Menu > Account Settings > Control Content is Call abroad and Premium rate calls ticked?
