Can't make phone calls in Germany

Hello.

I'm in Germany and I am unable to call any UK numbers on my phone. I've read previous posts and tried choosing other network - which is not possible, only one network can be contacted. 

My mobile plan is monthly payment. I am able to use data to get online so I am pretty sure my roaming is kind of working but just can't call UK numbers. The strange thing is I can receive phone call.

It sounds like there is an international calling bar on your account.
