Noise from diesel generator powering phone mast

Hello, I live close to an EE phone mast which is powered by a diesel generator.  The generator runs continuously and the noise it makes has recently increased - I can hear it indoors, even with double glazing and all windows closed.  Who can I contact about this please? 

Incidentally, when the generator first appeared we were told it was temporary.  But it has been there for 20 years now!  Apparently there is no nearby electricity supply.  If this is true, it's high time that EE found a new location for the mast instead of running a diesel engine in the open air 24x7x365.  Who looks after this kind of thing for EE?

The perimeter compound fence on all EE sites contains a contact number for any H&S issues, along with the site name/reference.

I went to the generator to have a closer look today.  It is not in any compound; it's just behind the hedge at the side of the road.  (I wonder whether this meets safety regulations.)  The only contact number on it is the generator hire company.  The generator is linked to an EE compound about 100 yards away by armoured power cables which just lie on the ground under the hedge.  There was a faded notice on the distant compound so I will try the number on that, thank you.
